Commissioner of the Revenue
The Commissioner of the Revenue in Rockbridge County is the chief assessing officer for local government taxes. The office is located at 150 South Main St., Lexington, VA 24450. Phone: (540) 463-3431. Fax: (540) 463-4082.
The Commissioner of the Revenue handles assessments for real estate, personal property, business taxes, and other levies prescribed by state law and local ordinance. The office also administers tax relief programs for qualifying residents.
Property owners with questions about their real estate assessment, how their value was determined, or how to file a correction for a factual error should contact the Commissioner's office. Staff can pull property record cards and explain the methodology used in the most recent reassessment cycle.
The Commissioner also maintains real estate owner information and county tax maps. When ownership changes due to a recorded deed, the Commissioner's office updates its records based on information from the Circuit Court Clerk. There can be a lag between when a deed is recorded and when the tax maps are updated, so check with the office if you have a recent transfer.
Real Estate Assessments and Reassessment Cycle
Rockbridge County conducts general reassessments periodically to keep assessed values in line with fair market value as required by Title 55.1 of the Code of Virginia. The county hires an outside appraisal firm to conduct general reassessments. Between reassessments, the Commissioner maintains records and adjusts for new construction and property changes.
When new construction is completed or significant improvements are made to a property, the county will conduct a field inspection to determine the value of the new work. This value is added to the assessment for the tax year in which the construction occurred, on a prorated basis if applicable.
Owners who believe their assessment does not reflect fair market value have the right to appeal. The appeal process begins with a review by the Commissioner of the Revenue. If the Commissioner's decision does not satisfy the owner, the next step is appeal to the Board of Equalization. Circuit Court is the final option if administrative remedies are exhausted.
Gathering evidence for an appeal is key. Comparable sales data from the same neighborhood, an independent appraisal, and documentation of any errors in the property record card (wrong square footage, wrong number of bathrooms, etc.) can all support an appeal. The Commissioner's office can provide your current property record card at no charge.
Tax Relief Programs
Rockbridge County administers tax relief for eligible residents. Programs include tax relief for the elderly and disabled, as well as exemptions for disabled veterans and surviving spouses under Virginia law. Income and net worth thresholds determine eligibility, and these are set by county ordinance. Contact the Commissioner of the Revenue for current thresholds and application forms.
The county also participates in the Virginia Land Use Assessment Program. Qualifying agricultural, horticultural, forest, and open space properties may be taxed at use value rather than fair market value, resulting in a lower tax bill. Applications must be submitted before the November 1st deadline for the following tax year.
If you participate in the Land Use Program, you must revalidate your enrollment annually and pay a revalidation fee every sixth year. Failure to revalidate can lead to removal from the program and assessment of rollback taxes for up to five prior tax years. The Commissioner's office tracks enrollment and will notify you when revalidation is needed.
