Commissioner of the Revenue
The Commissioner of the Revenue in Richmond County is a constitutional officer elected for a four-year term by general election. The Commissioner serves as the chief assessing officer for taxes prescribed by state law and local ordinance.
The mission of the Commissioner's Office is to fairly, uniformly, and impartially uphold the laws of the Commonwealth of Virginia and the County of Richmond. The primary goal is to serve the citizens of Richmond County in a fair and unbiased manner, providing the highest level of customer service, integrity, and fiscal responsibility.
The Commissioner of the Revenue and staff assess individual and business personal property, maintain real estate owner information and county tax maps, accept and review applications for the Land Use Program, oversee the real estate tax exemption for disabled veterans, and process and submit state income tax returns to the Virginia Department of Taxation.

Online Property Cards and Assessments
Richmond County provides an online property card search system. Real estate assessments are posted online for public review. The county performs a General Reassessment every four to five years. The most recent General Reassessment took effect January 1, 2024. The contracted appraisal firm for that reassessment was Pearson's Appraisal Services Inc., PO Box 36404, Richmond, VA 23235.

If you need the most current ownership data following a recent transfer, contact the Commissioner of the Revenue directly. Richmond County offers an InteractiveGIS online mapping portal at richmondcova.interactivegis.com. This portal displays parcel boundaries, labels, annotation, and ownership information. Land Records Data is current as of December 31, 2023. Buildings (footprints) and Transportation Data including roads, address points, and address labels are current as of February 18, 2025.

Richmond County tax rates are set by the Board of Supervisors and apply per $100 of assessed value. Recent rates are as follows:

Land Use Program
Richmond County administers a Land Use Assessment Program under the authority of Code of Virginia Sections 58.1-3230 and 58.1-3233. Current Land Use Assessment Rates effective January 1, 2024 are as follows: Agricultural Use $2,700 per acre; Horticultural Use $2,700 per acre; Forest Use $1,000 per acre; Open Space $2,700 per acre.
To apply, complete the Application for Taxation on the Basis of a Land Use Assessment and return it to the Richmond County Commissioner of Revenue's Office. The application must be received at least sixty days preceding the tax year for which such taxation is sought, which means by November 1st.
There is an application fee of $25 per parcel for the first four parcels and $15 per parcel for any additional parcels over four. For Agricultural Use parcels, the application must be accompanied by a current USDA Farm Service Agency (FSA) aerial map.
Separately recorded parcels that are contiguous and under the same deeded ownership may file one application for those contiguous parcels. Annual revalidation is required, with a revalidation fee of $10.00 for every sixth year. If you fail to revalidate, the property may be removed from the program and rollback taxes applied.
Assessment Appeals Process
Richmond County has a formal administrative appeals process for real estate, tangible personal property, machinery and tools, and merchant's capital assessments. Under Title 58.1 Chapter 39 of the Code of Virginia, any person assessed by a commissioner of the revenue may apply for a correction within three years from the last day of the tax year for which the assessment was made, or within one year from the date of the assessment, whichever is later.
The appeal must be filed in good faith and must sufficiently identify the taxpayer, the tax period covered, the amount in dispute, the remedy sought, each alleged error in the assessment, the grounds on which the taxpayer relies, and any other relevant facts. The commissioner will undertake a full review and issue a written determination within 90 days after the appeal is filed.
In circuit court proceedings seeking relief from real property taxes, there is a presumption that the assessor's valuation is correct. The burden of proof is on the taxpayer to show by a preponderance of the evidence that the property was assessed at more or less than fair market value, or that the assessment is not uniform in its application.
Start the appeals process early. Gather comparable sales data, hire an independent appraiser if needed, and put your case in writing before contacting the Commissioner's office. The office handles appeals fairly and is required to issue a decision within 90 days.
