In August 2017, the Pulaski County Office of the Commissioner of the Revenue launched online access to real estate property records through the county's website. Since then, residents, real estate professionals, and appraisers have been able to search property record cards for over 30,000 taxable properties, available 24/7 at no cost.
The official short-link created by the Pulaski County IT Department in coordination with the Real Estate Department makes access easy: visit pulaskicounty.org/parcels. This is the same portal referenced by the Commissioner of the Revenue as the primary public access point for GIS parcel data.
The GIS Parcel Viewer main interface lets you search over 30,000 Pulaski County properties by owner name, address, parcel ID, or account number.
The portal enables interactive map-based searching with integrated aerial photography and property record cards. Users can overlay parcel boundaries with zoning districts, infrastructure, school districts, and flood zones for comprehensive property research. Survey map changes are updated weekly, while Property Record Card information is updated once per month.
The system is for informational purposes only and should not be used as a legal determination of official records. County Assessor and Assessment Process
The County Assessor in Pulaski is tasked with the discovery, listing, classification, and fair and equitable assessment of all real property in Pulaski County. The Assessor works under the direction of the Commissioner of Revenue and the authority of the Constitution of Virginia, the Code of Virginia, and Pulaski County Ordinances.
Assessments are conducted in accordance with the Uniform Standards of Professional Appraisal Practice (USPAP). The Assessor is also responsible for reviewing and interpreting recorded survey information to update existing tax parcel maps and to incorporate changes into the tax assessment and the county GIS.

The office conducts field work throughout the year to appraise new construction, evaluate property transfers, and update property record information to ensure accurate and fair assessments. If you recently built an addition or new structure, expect an assessor visit.
Commissioner of the Revenue

Reassessments and Appeal Process
The real estate reassessment process is conducted every six years in Pulaski County. The most recent reassessment values took effect on January 1, 2021. The process was carried out by Wampler-Eanes Appraisal Group. On March 22, 2021, the Board of Supervisors set the 2021 real estate tax rate at $0.74 per $100 of assessed value.
Appeals with the reassessment team were completed on December 9, 2020. Hearings with the Board of Equalization concluded March 25, 2021, and November 10, 2021. If you missed these deadlines for the 2021 reassessment cycle, contact the Commissioner's office about options for the next cycle or administrative corrections for factual errors.
The County Assessor, under the authority of VA Code ยง 58.1-3981, can make changes to the land records when factual errors exist. Your Property Record Card should be examined and any such errors promptly communicated to the Assessor. This is separate from a formal appeal and can be done at any time.
For the next general reassessment, owners will again have opportunities to meet with appraisers and appeal to the Board of Equalization. The county will provide notice of reassessment values in advance of the effective date. Keep an eye on county announcements for timelines.
Tax Relief Programs
Pulaski County provides tax relief for the elderly and disabled. Property owners who meet the required criteria of age or disability and have a total household income of less than $25,000 and a net financial worth less than $55,000 may qualify for a reduction of their real estate taxes. Contact the Commissioner of the Revenue to get an application and verify current thresholds.
The county also participates in the Virginia Land Use Assessment Program, which allows qualifying agricultural, horticultural, forest, and open space properties to be taxed at use value rather than fair market value. Eligibility requirements are set by the Code of Virginia and local ordinance.
Online property tax payment is available in Pulaski County. You can search property tax payment records or pay property taxes online by name, map number, account number, or street name. The online payment system covers both real and personal property taxes.
Under Title 55.1 of the Code of Virginia, all real property must be assessed at 100% of fair market value. If you believe your assessment does not reflect fair market value, you have the right to appeal. The process starts with contacting the Assessor's office and can proceed to the Board of Equalization and, if necessary, Circuit Court.
Circuit Court Land Records
All deeds, deeds of trust, plats, and other recorded land documents for Pulaski County are held by the Circuit Court Clerk. The Clerk's office is the official custodian of property records that establish legal ownership and encumbrances. GIS data and tax records are secondary sources and should not be relied on for legal transactions.
Virginia's Secure Remote Access (SRA) system provides online index access to Circuit Court records for subscribers. Fees apply for SRA subscriptions, with access plans available for three months, six months, or one year. For in-person research, visit the Clerk's office during regular business hours.
Attorneys, title companies, and real estate professionals typically use the Circuit Court records for title searches and to verify chains of title. These records go back many decades and contain the complete history of conveyances, mortgages, and easements for each parcel.
