Circuit Court Clerk - Deed Recording and Land Records

The Clerk of Circuit Court is the official recorder of all deeds, deeds of trust, plats, liens, and other instruments affecting real property in Nottoway County. Under Title 55.1 of the Code of Virginia, recording a deed is required to make it effective against third parties. All instruments are indexed by party name, instrument type, book and page number, and legal description.

To access land records in person, visit the courthouse during business hours. Staff can help you use the indexes but do not perform title searches. For copies by mail, send a request with the specific book and page reference, payment, and a self-addressed stamped envelope. The office does not accept phone credit card payments.

The GIS Department's mission is to maintain and enhance the Nottoway County Geographic Information System so as to provide accurate, current, and timely digital information to county agencies and the general public. E-911 numbering is also a component of the GIS Department, and creating new addresses for all residential and commercial buildings is part of that work.

Layer update frequency: parcels and new subdivisions are updated annually. Streets, access points, driveways, and buildings are updated as needed. Commissioner of Revenue - Tax Rates and Assessments

Nottoway County does a full reassessment every six years using an independent land assessing contractor. The Commissioner of the Revenue does not have authority to change what is assessed by the reassessment company. Between reassessments, new construction and subdivision changes are assessed by the Commissioner's office.

2025 Rates for Nottoway County: Real estate tax is $0.48 per $100 (plus $0.05 EMS levy and $0.02 fire levy). Personal property is $4.12 per $100 (plus levies). Mobile homes are taxed at $0.45. Machinery and tools are taxed at $1.35 per $100.

Real property tax relief for Veterans with 100% service-connected disability is available. The disability must be 100% service-connected, permanent, and total. The residence must be the veteran's primary residence. Surviving spouses who have not remarried and continue to reside in the primary residence may also qualify.

Real estate tax is due on December 5. A late payment penalty is added on December 6, and interest accrues at the rate of 10% per year beginning January 1. Personal property tax is levied as of January 1 each year and is also due by December 5 to avoid a 10% penalty and interest charges.

Payment options include: Pay by mail (check or money order to Nottoway County Treasurer, P.O. Box 85, Nottoway, VA 23955; personal checks not accepted after a DMV Stop is placed). Pay in person with cash, check, money order, or credit card (Visa, MasterCard, or Discover; a 2.5% convenience fee applies). Pay online at the county's Xpress Pay portal, with a 2.5% site fee for all card payments.

FOIA Requests for Property Records

The Freedom of Information Act (FOIA) gives citizens of Virginia and representatives of the media access to public records held by public bodies, public officials, and public employees. The County may assess reasonable charges not to exceed its actual costs for accessing, duplicating, supplying, and searching for requested records. Persons making FOIA requests may be charged if total cost reaches or exceeds $10. The rate is calculated at the hourly rate of the appropriate staff member (not less than $19 per hour) multiplied by the time used. Payment may be made by cash, check, money order, or credit card. American Express is not accepted.

A FOIA request must identify the requested records with reasonable specificity. The county must respond within five working days of receiving a request. If a citizen owes money from a previous FOIA request unpaid for more than 30 days, the County may require payment of the past-due bill before responding to any new request.
