Circuit Court Clerk - Land Records

The Northumberland Circuit Court is part of the 15th Judicial Circuit of Virginia. The Clerk of Court is Hon. Deborah Bingham. Office hours are 8:30 a.m. to 4:45 p.m., Monday through Friday. Phone: (804) 580-3700. Fax: (804) 580-2261.

The Clerk of Circuit Court is the official recorder of all deeds, deeds of trust, plats, liens, and other instruments affecting real estate in Northumberland County. Under Title 55.1 of the Code of Virginia, all property conveyances must be recorded to be effective against third parties. The Clerk indexes all instruments by party name, instrument type, and legal description.

In-person access is available at the courthouse in Heathsville. Staff will assist in using the indexes and locating records. For copy requests by mail, include the specific book and page reference, payment, and a self-addressed stamped envelope. The office does not accept credit cards by phone.

Commissioner of Revenue

The Office of the Commissioner of the Revenue is a Constitutional Office of the Commonwealth of Virginia and of Northumberland County. The Commissioner is elected every four years and serves as the chief tax assessor for the county.

The Commissioner is responsible for maintaining real estate ownership information and for overseeing the land-use program. The Commissioner is also responsible for accurately assessing all personal property, including the discount for high mileage vehicles, and for overseeing the state income tax filing process in Northumberland County.

Treasurer - Tax Rates and Payments

The Office of the Treasurer is established by the Constitution of Virginia. The Treasurer is elected every four years. The office collects state and local funds and is responsible for the safekeeping and investment of these funds, along with accounting for all revenue and disbursements.

Current Tax Rates in Northumberland County: Real Estate is $0.74 per $100 of assessed value (as of July 1, 2025). Personal Property (Vehicles) is $3.60 at a 40% assessment ratio of NADA value. Machinery and Tools is $3.60 at a 25% assessment ratio of original cost in year one, dropping to 10% in year two. Merchants Capital is $1.00 at a 50% assessment ratio of original cost.
