Louisa County Real Estate Assessments

All real estate in Louisa County is subject to taxation except property specifically exempted by state code. Property is assessed on January 1 of each year. Tax bills are due on December 5. The Real Estate Assessment Office reassesses all real estate in Louisa County every year and is also responsible for assessing property that has been subdivided, new construction, and improvements or additions to existing structures.

To appeal a real estate assessment, fill out an appeal form and submit it to the Assessor's Office by email at assessor@louisacounty.gov or in person at the County Administration Building. State law sets the timeline for appeals, so do not wait if you receive an assessment you think is too high.

Louisa County Circuit Court: Deeds and Land Records

The Clerk of the Circuit Court in Louisa records all property transactions. When a name needs to be removed from a deed due to a death, the original deed must read with the right of survivorship, and the deceased's name may be removed if a death certificate is presented to the Commissioner of Revenue. For any other name changes on a deed, property owners must file with the Clerk of the Circuit Court at (540) 967-5312.

Deeds, deeds of trust, liens, subdivision plats, and other land instruments are indexed by grantor and grantee name in the clerk's records. You can search these in person at the courthouse. Under Title 55.1 of the Virginia Code, recording with the Circuit Court Clerk gives constructive notice of the transaction. Unrecorded deeds are not valid against third parties who later record.

Attorneys and title companies handling real estate closings in Louisa County will search the clerk's index as part of due diligence. The Virginia SRA (Secure Remote Access) system may provide remote access to the clerk's index and possibly full document images for subscribers. Real Estate Tax Relief Programs in Louisa County

Louisa County offers real estate tax relief for several groups of property owners. Applications must be filed by May 1 of each year.

Residents who are 65 or older, or who became permanently disabled on or before June 30 of the year immediately preceding the taxable year, may qualify if they have income of less than $50,000 from all sources and total net worth under $200,000. The maximum relief granted is $3,000. Relief percentages scale down based on income and net worth. Income of $0 to $18,000 with net worth of $0 to $35,000 qualifies for 100% relief. Income of $40,001 to $50,000 with net worth of $150,001 to $200,000 qualifies for 45% relief.

Applications must be filed with the Commissioner of Revenue's Office at 1 Woolfolk Ave, Suite 203, Louisa, VA 23093 by May 1 each year. Required documentation includes date of birth or disability documentation, income documentation for all sources, and documentation supporting listed net worth items. There must be no delinquent real estate taxes on the property. Financial worth excludes up to 10 acres and the home in which the resident lives.

Veterans who are 100% service-connected and totally and permanently disabled may qualify for an exemption from real estate tax on their primary residence under Virginia law. Surviving spouses of service members killed in the line of duty may also qualify. Contact the Commissioner of Revenue for the current forms and thresholds.

Certain property ownerships and uses may also receive exemption from local real estate taxes by designation under Virginia Code 58.1-3600. These include churches or religious bodies, non-profit cemeteries, certain libraries and non-profit institutions of learning, park and playground purposes, and patriotic, historical, benevolent, or cultural purposes. Each exemption has specific criteria that must be met and approved.
