Loudoun County Parcel Database and Real Estate Search

Loudoun County offers one of the most detailed public property search tools in Virginia. The Loudoun County Real Estate Information Site at loudoun.gov/parceldatabase provides public record information as a service under Virginia Code Title 58.1-3122.2 (1998). You can search by Parcel ID Number (PIN), address, or Tax Map Number.

The site is updated weekly. Search results include ownership and deed information, legal description, sales information, assessed values, and house characteristics. Parcels are linked to the Loudoun County GIS, with map overlays for topography, soils, floodplains, and major roads. You can sort results by Parcel ID, owner name, property address, unit number, tax map number, last sale, and active or deactivated status.

When searching by address, the county recommends leaving off the street type and using an asterisk (*) as a wildcard. For example, search "100 Main*" rather than "100 Main Street" to get broader results. Condominium garage units or assigned parking spaces associated with condominiums may have separate Parcel ID numbers and are assessed separately from the main unit.

The Loudoun County Commissioner of the Revenue is responsible for maintaining these assessments and providing annual valuations based on fair market value for all real property in the county. Loudoun County GIS and WebLOGIS Mapping System

The Loudoun County Office of Mapping and Geographic Information maintains the county's GIS, the computerized mapping system that underlies the parcel database. WebLOGIS is Loudoun County's GIS-based mapping tool for the internet, developed in 2001. It interfaces with the assessment database and is updated nightly with the most current parcel and address data.

The Office of Mapping and Geographic Information is at 1 Harrison Street S.E., in Leesburg. Anyone can use the GIS and the county's Land Management Information System (LMIS) at the public information counter there. The office assigns addresses, approves street names, and produces and distributes maps and data on property, floodplains, soils, topography, zoning, streets, and addresses. GIS data is also available through the Loudoun GeoHub online.

WebLOGIS maps are often used to meet permit application requirements for small detached projects like sheds. Applicants can print a WebLOGIS plat as a template to draw a site plan and label required setback distances. But note: the Office of Mapping does not have individual property plats or house location surveys. Those are filed at the Circuit Court Clerk when property changes hands, or in some cases through Building Permit applications from 2010 onward.

For more recent surveys tied to permit applications, use the Loudoun Express Request (LEx) online tool to request a record check. For the Health Department's online RME system, scans of previously submitted property documents related to wells and septic may include surveys and can be searched by address or PIN.

Loudoun County Circuit Court: Deeds and Land Records

The Clerk of the Circuit Court records all legally binding property documents in Loudoun County. Deeds, subdivision plats, deeds of trust, easements, liens, and other instruments that affect real property title are filed here. Contact the clerk at (703) 737-8775 for help finding recorded instruments, researching historic records, and obtaining copies.

All deeds and land documents must be in proper form before the clerk will accept them. Under Title 55.1 of the Virginia Code, a deed is not valid against third parties until it is recorded with the Circuit Court Clerk. Recording gives constructive notice to the world that a transaction took place. If you close on a real estate purchase but do not record the deed, another buyer or a creditor who does record could take priority over you.

For zoning questions, allowable land uses, and legislative applications like rezonings or special exceptions, contact the Department of Planning and Zoning at (703) 777-0246 or dpz@loudoun.gov. These are separate from the recorder function of the Clerk's office.

Residents who attend Planning Commission or Board of Supervisors public hearings can provide verbal and written comments. All public comments become part of the public record under the Virginia Freedom of Information Act (FOIA). Property owners who abut or are across the street from a subject property in a legislative application receive mailed notice at least 21 and no more than 30 days before the Planning Commission hearing, and at least 5 days before the Board of Supervisors hearing.

Plats, Surveys, and Which Loudoun County Office to Contact

Plats and surveys are different things. A plat shows how land is divided into lots and usually shows setbacks, coordinates, and easements. A survey typically shows the property with locations of buildings, fences, water features, and driveways. This distinction matters when figuring out which county office to ask.

Loudoun County does not perform property surveys. The county cannot recommend specific land surveyors. You must hire an independently licensed land surveyor. You can check a surveyor's license at the Virginia Department of Professional and Occupational Regulation (DPOR). If you are looking for a previous survey of a property, check your closing paperwork first. If permits were pulled between 2010 and now, the permit application may include a house location survey.

The Office of Mapping and Geographic Information receives preliminary subdivision plats to assign street addresses or adjust parcel boundaries. They do not have individual property plats or house surveys, and those are not legally required to be filed with mapping when ownership changes. Legally recorded plats and deeds are with the Clerk of the Circuit Court. For most uses in Loudoun County, a WebLOGIS map print serves as the base map for permit site plans and other applications.

Property Tax Payments and Assessment Appeals in Loudoun County

Loudoun County real estate taxes are based on fair market value assessments done annually by the Commissioner of the Revenue. The tax rate is set each year by the Board of Supervisors. To calculate your tax, take the assessed value, divide by 100, and multiply by the current tax rate per $100 of assessed value.

Property owners may also search Loudoun County property tax payment records by name, business name, or ZIP code through the county's free Property Tax Search tool. This lets you see whether taxes on a property have been paid or are overdue, which is useful before a property purchase. A free Property Search is also available to search property tax and assessment records by parcel ID, tax map number, or address.

To appeal an assessment, contact the Commissioner of the Revenue's office at (703) 777-0260. State law provides a process for challenging assessments you believe do not reflect fair market value. Loudoun County, as one of Virginia's fastest-growing counties, sees frequent changes in real estate values, and the annual reassessment process is designed to keep assessed values aligned with the market.

Tax relief programs are available for certain property owners. Elderly and disabled residents, qualifying disabled veterans, and surviving spouses of service members killed in the line of duty may qualify for reduced or waived real estate taxes.
