King William County Commissioner of Revenue

The Commissioner of the Revenue is a constitutional officer elected by the citizens of King William County for a 4-year term. The current Commissioner is The Honorable Karena L. Funkhouser, whose term expires on December 31, 2027. The Commissioner is the chief assessing officer in King William County and is responsible for assessing real and tangible property for ad valorem tax purposes.

Each year, the Commissioner produces the Land Books for the County and the Town of West Point. The Clerk of Circuit Court maintains copies of all King William County Land Books. Land Books for the past five years are also available on the King William County website at kwc.gov.

The Commissioner administers: Real Estate taxes (2025 Rates: County $0.615/$100, Town $0.305/$100), Personal Property taxes, Business Professional and Occupational License Tax (BPOL), Machinery and Tools Tax, Food and Beverage Tax (4%), Land Use, Tax Relief for the Elderly or Disabled, Disabled Veteran's Tax Exemptions, and Transient Occupancy Tax (7%). The Commissioner also provides Virginia State Income Tax forms and filing assistance.

King William County Real Estate Tax Cards and Assessments

King William County real estate tax cards provide detailed property assessment information for each parcel. The tax cards include property characteristics, assessed values, and ownership details. They are maintained by the Commissioner of the Revenue's office and available to the public. Property owners can use tax cards to verify their assessments and understand how values are determined.

For 2025, real estate tax is due in two installments. The 1st half is due June 25, 2025, and the 2nd half is due December 5, 2025. Personal property tax for 2025 is due January 15, 2026. Real estate tax rates are set annually by the Board of Supervisors for both the County and the Town of West Point.

Personal property tax rates apply to vehicles, machinery, and business equipment located in the county. Tax rates for the Town of West Point differ from the county rate for real estate. If your property is within the Town of West Point boundaries, confirm which rate applies to you with the Commissioner's office.

King William County Circuit Court and Land Records

The Circuit Court is the trial court of general jurisdiction in Virginia and has authority to try both civil and criminal cases. King William County lies in Virginia's 9th circuit, which is presided over by the Honorable B. Elliott Bondurant. The Clerk of Circuit Court is elected to an 8-year term and is the custodian of all Court records.

In civil cases, the Circuit Court has concurrent jurisdiction with the General District Court over claims from $4,501 to $50,000 and exclusive original jurisdiction over monetary claims exceeding $50,000. The Circuit Court has jurisdiction over matters including attachments, adoptions, divorce proceedings, disputes concerning wills, trusts and estates, and controversies involving property.

The Clerk's office holds all recorded deeds, plats, deeds of trust, and other land instruments. All documents submitted for recording must be original signed and notarized instruments. The tax map or parcel ID number must appear on the first page. Consideration and assessed values must be stated. These requirements follow Code of Virginia 17.1-223.

King William County Real Estate Tax Relief Programs

Real Estate Tax Relief is available in King William County for certain elderly and disabled persons. To qualify, income from all sources may not exceed $55,000. Capital assets, excluding the dwelling and 5 acres of land, may not exceed $125,000. New applications or an affidavit for recertification must be submitted between January 1 and March 1 of the taxable year. Affidavits for recertification must be made annually.

Disabled Veterans Tax Exemptions are also administered by the Commissioner of Revenue. Veterans with a 100% service-connected, permanent, and total disability may qualify for a full exemption from real estate tax on their primary residence. Land Use designation is available for qualifying agricultural, forestal, horticultural, and open space property. Land assessed under Land Use is taxed at use value rather than market value. King William County Property Tax Payments

The Treasurer's Office in King William County accepts tax and permit payments through multiple methods. Online payment options are available through the Treasurer's Online Portal for 24/7 access. Real estate bills are available through this portal.

Real estate and personal property tax payments are accepted in person at the Treasurer's Office during regular business hours. Payments by mail should be sent to the Treasurer's Office with the remittance stub to ensure proper credit.

Personal Property Tax Relief ACT (PPTRA): The relief amount is determined annually for qualified vehicles valued between $1,000 and $20,000. A vehicle generally qualifies if it is privately owned for personal use. Trucks must have a gross weight of 7,500 pounds or less. Motorcycles may also qualify. The tax relief for qualifying vehicles in King William County for 2023 was 26.49%.

Vehicles with high mileage are eligible to have their assessed value reduced. An application must be submitted to the Commissioner of the Revenue Office each year by May 1. An Application for High Mileage Discount Form and supporting documentation such as an inspection certification or oil change receipt are due by May 1.
