The Commissioner is responsible for maintaining real estate ownership information and for overseeing the Tax Relief Program and the Land Use Program. The discount covers taxes on the house and up to one acre of land. To qualify, the applicant must be 65 years old or permanently and totally disabled as of December 31 of the prior year. Gross combined income cannot exceed $22,000. Net worth cannot exceed $60,000, with the house and one acre excluded from that calculation.

The GIS department works to improve public safety and welfare by providing quality mapping services to county citizens and county departments for analysis during public meetings and hearings.

The Halifax County GIS contains information including local and regional mapping, land parcels, zoning for the Town of Halifax and the Town of South Boston, and aerial photography. The system is updated on a continuous basis. The data was last updated March 2026 according to the WebGIS platform.

The data in this WebGIS is for informational purposes only. It does not represent a legal description. Halifax County assumes no liability for any errors in the data or decisions based on it. The county promotes independent verification of any digital data. When researching title, always cross-reference with the recorded deed and plat at the Circuit Court Clerk's office.

A WebGIS Cheat Sheet is available from the county website as a PDF guide. It walks users through the search window and the tools for accessing additional mapping layers. The interactive map allows you to click on a parcel to see ownership details and get the parcel number you can then use to pull official assessment records.

Halifax County property records are spread across several offices. Here is how to get the information you need from each one.

For deed and land record research, go to the Circuit Court Clerk's Office. You can search by grantor and grantee name in the public index. Copies of recorded documents can be purchased through the clerk's office. The office is open on weekdays during regular business hours. Some clerk offices in Virginia also participate in the Secure Remote Access (SRA) system, which allows subscribers to search land record indexes and view document images from any location.

For assessment data, including current ownership according to the tax books and assessed value, contact the Commissioner of Revenue. The commissioner updates ownership records when deeds are recorded. If you want to know the tax value of a parcel, the commissioner's records are the place to check. You can also visit the commissioner's office to look at the land book, which lists all parcels and their assessed values for the year.

Online Tax Payment for Halifax County Property Taxes

Halifax County offers an online tax payment portal through MSB Pay at payments.msbpay.com. The system lets property owners pay real estate and personal property taxes by credit card or e-check. You need your account number or parcel ID to find and pay your bill online.

Real estate tax payments are due June 5 and December 5 each year. The Treasurer collects the taxes assessed by the Commissioner of Revenue. These are two separate offices. The Commissioner sets the value; the Treasurer handles collection and payments.

If you have an escrow account through your mortgage company, the lender typically pays your real estate taxes directly. However, supplemental bills issued after a property transfer or new construction are usually not sent to the mortgage company, so watch for those separately.

Delinquent real estate taxes in Virginia accrue penalties and interest as set by state code. Taxpayers who fall behind should contact the Treasurer's Office promptly to discuss payment options. The county has the authority to place liens on property with unpaid taxes and, after sufficient time, to pursue collection through the courts.

Halifax County administers a Land Use Program for qualifying agricultural and forestal land. Under this state program, land is assessed based on use value rather than market value. The tax reduction is a deferral, not a permanent discount. If the land is converted to a non-qualifying use, rollback taxes for the prior years may apply.

Landowners interested in Land Use designation must apply through the Commissioner of Revenue. Application forms and details about eligibility are available from that office. Farming operations, timber management plans, and other agricultural uses are common qualifying activities.

Property in Halifax County is also subject to Virginia's Residential Property Disclosure Act requirements when homes are sold. Sellers must disclose known material defects. The state Department of Professional and Occupational Regulation provides forms and guidance on disclosure obligations.

FOIA requests for property records in Halifax County follow Virginia Code § 2.2-3700 et seq. Public records are presumed open unless a specific statutory exemption applies. Submit FOIA requests to the relevant constitutional officer: Commissioner of Revenue for assessment records, Treasurer for payment records, or Clerk of Circuit Court for recorded land documents.
