Gloucester County Real Estate Assessment Department

The Gloucester County Department of Real Estate Assessment is committed to the assessment of all real property in the county based on fair market value. The goal is fair and even distribution of the tax burden among all property owners. The department is located at 6489 Main Street, Suite 126, Gloucester, VA 23061. Phone: (804) 693-1325.

The Real Estate Assessment Department does not set market values. It reacts to market sales and changes in order to produce fair and equitable assessments. Mass appraisal procedures are used to determine assessed values. Mass appraisal is defined by the International Association of Assessing Officers as the process of valuing a group of properties as of a given date, using standard methods, employing common data, and allowing for statistical testing.

The department provides triennial reassessment of all real property in Gloucester County every three years, with notice of new assessments mailed to all owners. The department also reviews assessments, performs property inspections, lists and appraises new construction as building permits are issued, and provides property and sales data to other county departments and the public.

Gloucester County Assessment Appeals Process

If you receive a Notice of Real Estate Assessment Change and believe the value is wrong, you have several options. The first step is an Administrative Review. Submit an Administrative Review Application by the stated deadline. The Real Estate Assessment Department will review your concerns, consider any errors or corrections, and respond with a determination.

If the administrative review does not resolve the issue, you can appeal to the Board of Equalization. The BOE is a five-member citizen board appointed by the Circuit Court of Gloucester County. Submit a BOE Appeal Application by the deadline. The board holds hearings and makes independent determinations about whether your property is valued at fair market value and whether the assessment is uniform with similar properties.

If the BOE result is still not satisfactory, you can file a petition in the Circuit Court of Gloucester County. For information about this option, call the Clerk of the Circuit Court at 804-693-2502. Going to Circuit Court is the final step in the administrative appeal process.

Real estate assessments in Virginia must be at 100 percent of fair market value. The Virginia Supreme Court defines fair market value as the price a property will bring when offered for sale by one who desires but is not obliged to sell, and bought by one who is under no necessity of having it. If your property sold recently for a price significantly different from its assessed value, that sale price can be useful evidence in an appeal.
