Franklin County Commissioner of Revenue

Franklin County Real Estate Assessment Process

Franklin County is required by state code to reassess real property every four years to bring values back to fair market value. This requirement comes from Virginia Code 58.1-3252. Failure to reassess as required can result in the county losing its share of state ABC profits.

Real property must be assessed at 100 percent of fair market value. The Virginia Supreme Court defines fair market value as the price a property will bring when offered for sale by one who desires but is not obligated to sell, bought by one who is under no necessity to have it. This definition means the sale price must reflect a willing buyer and a willing seller.

Franklin County hires an independent firm to conduct general reassessments. The county contracts Wampler-Eanes Appraisal Group to perform this work. Franklin County Property Tax Payments
