As general record keeper, the circuit court clerk records and maintains all documents relating to land transfers, deeds, mortgages, births and deaths (for the years 1852 and 1853 only), wills, divorces, and other records dating back to 1765. Charlotte County has an exceptionally long historical record available at the courthouse. Attorneys, title searchers, genealogists, and the general public all use the clerk's record room.
Recording fees apply when filing land documents. To calculate deed recording fees, use the fee calculator linked from the county's website. Charlotte County Property Card Search
Charlotte County offers an online property card search system at charlottecountypropertycards.com. This system lets you search for real estate assessment information by owner name, address, or parcel identifier. Property cards include assessment details, ownership information, building characteristics, and land data.
Search tips: if you cannot find a property by searching for "John Doe," try searching by the last name only, "Doe." The system also supports searching by instrument number and subdivision name if that information is available in the property record. This online search tool is particularly useful for quick lookups before visiting the courthouse for official deed research.
Property cards show the assessed value of land and improvements, which is what the county uses to calculate tax bills. If you think your assessment is too high, contact the Commissioner of Revenue to discuss an appeal or Board of Equalization hearing. The property card system reflects assessment data and is separate from the deed records held by the clerk.

The commissioner maintains the county tax maps, assesses the amount of tax owed on property, and prepares the real estate and personal property tax books. Charlotte County Tax Rates and Payment Options
Charlotte County real estate taxes are assessed as of July 1 each year and billed twice annually. Due dates are December 5 and June 5. The real estate tax rate is $0.41 per $100 of assessed value, with an assessment ratio of 100%. Any payment not received by the due date incurs a 10% penalty. Interest at 10% annually begins accruing immediately after the due date.
Personal property taxes cover vehicles, trailers, road tractors, farm equipment, boats, airplanes, and business personal property. The tax rate is $3.46 per $100 of assessed value using trade-in value for cars, trucks, and motorcycles. Machinery and tools are taxed at $3.00 per $100 of assessed value (45% of original cost, depreciated 10% annually to a minimum of 10%). Merchants Capital is taxed at $3.20 per $100 of assessed value at a 10% assessment ratio.
Payment options for real estate and personal property taxes: pay by mail to Treasurer of Charlotte County, P.O. Box 267, Charlotte Court House, VA 23923; pay in person at 201 David Bruce Avenue by check, money order, or cash; or pay online or by phone using the county's payment portal. Credit and debit card payments may be made online through the county portal or by phone at 1-855-748-1351 through Paymentus. A convenience fee applies to card transactions.
To avoid penalties: make sure you receive bills for all property you own; keep the Treasurer informed of any address changes; mail payments early enough to ensure they are postmarked on or before the due date. The Treasurer is responsible for collection, custody, and disbursement of all county funds. The Treasurer's Office is also where dog licenses are purchased. Taxes are due December 5 for the first half of the fiscal year and June 5 for the remainder. Dog licenses must be renewed by January 31 each year.
Tax relief programs are available for qualifying property owners. The county offers real estate tax relief for elderly and disabled residents, a High Mileage Deduction for personal property, and a Disabled Veteran Real Estate Tax Exemption.
