Caroline County Circuit Court Land Records

The Caroline Circuit Court is part of the 15th Judicial Circuit of Virginia. The Clerk of Court is Hon. Susan W. Minarchi (email: sminarchi@vacourts.gov). The clerk's office is at P.O. The clerk records all deeds, deeds of trust, mortgages, and other land instruments for Caroline County. Under Title 55.1 of the Virginia Code, recording is essential to protect property ownership from competing claims. The clerk's office maintains the official public record of all property transactions in Caroline County.

The circuit court handles civil cases with claims over $15,000, shares authority with the general district court for matters between $3,000 and $15,000, and handles felonies and family matters. The clerk also serves as probate judge, issues marriage licenses, and manages all civil and criminal court records for the circuit.

Caroline County Commissioner of Revenue

The Commissioner of Revenue also operates a DMV Select office in Bowling Green. DMV Select hours are Monday through Friday, 9:00 AM to 4:30 PM (closed 1:00 PM to 2:00 PM until further notice). No appointment is needed. Note that the Select office cannot issue driver's licenses including Medical Cards for CDLs, photo IDs, vital records documents, insurance verifications, or online and franchise dealership work. All other routine DMV transactions can be handled there.

Caroline County Online Real Estate Tax Payments

Caroline County provides an online real estate tax payment portal at e-services.co.caroline.va.us. Taxpayers can search and pay real estate taxes online through this system. To find your tax account, press the button for your preferred search method: Department and Ticket Number, Parcel Number, or Name. The system uses a secure payment gateway and lets you view current and prior year tax balances before making payment.

Payments can also be made using ACI via phone at 1-800-272-9829 (jurisdiction code 1064) or online at acipayonline.com. When asked for an ID number, provide your account number from your bill. If you do not have that number, contact the Treasurer's Office at (804) 633-5291 or payments@co.caroline.va.us.

Caroline County Property Tax Payments and Treasurer

The Treasurer's Office provides online inquiry and payment services at co.caroline.va.us/280/Treasurer. The E-Treasurer portal lets you make payments and check tax ticket information from home or office. A dog license form is also available through the Treasurer's office.
