Buckingham County Circuit Court Clerk and Deed Recording

The clerk records and maintains all land records for Buckingham County including deeds, plats, deeds of trust, mortgages, and liens. The office serves as the recorder of deeds, keeper of historic records, keeper of election ballots, and probate judge over estate administration. The clerk also issues marriage licenses and concealed carry permits and serves as the official court administrator for civil and criminal cases. Over 800 responsibilities and duties are listed in the Virginia Code for the clerk's role.

Court terms begin on the Tuesday after the second Monday in January, April, June, September, and November. Grand Juries convene on the first day of term. Court starts at 9:30 AM. The Commissioner of Revenue is the chief assessing officer for Buckingham County, a state constitutional officer elected for a four-year term. The office is responsible for assessing all taxable property and maintaining real estate ownership records. Current tax rates in Buckingham County are: Real Estate at $0.60 per $100 of assessed value, Personal Property at $4.05 per $100 of assessed value, Machinery and Tools at $2.90 per $100 of assessed value, Aircraft at $1.10 per $100 of assessed value, and Merchant's Capital at $1.00 per $100 of assessed value. Public Service Corporation property is also taxed at $0.60 per $100 of assessed value.

Important dates to remember: July 1 for tax stabilization, May 1 for business tax forms, May 1 for personal property forms, May 1 for state income tax. The first half of real estate taxes is due June 5 each year, and the second half plus all personal property taxes are due December 5. The commissioner's office also processes State Income Tax returns, though those revenues go to the Commonwealth rather than the county.

Buckingham County Treasurer and Property Tax Payments

The Buckingham County Treasurer's Office is at 13380 West James Anderson Hwy, Buckingham, VA 23921 (mailing address: P.O. Box 106, Buckingham, VA 23921). Hours: Monday through Friday, 8:30 AM to 4:30 PM.

Payment options include: pay by mail (check payable to Treasurer County of Buckingham), drop off at the drop box in front of the County Administration Building at 13380 West James Anderson Hwy (payments placed after 4:30 PM on the tax deadline are considered past due), pay in person during office hours, or pay online at the county payment portal. The county accepts Visa, Mastercard, Discover, and American Express for online payments. Credit card transactions carry a fee of $1.00 for amounts under $40, and 2.5% for amounts greater. Online payments post to accounts the following business day.

Late payment penalty: 10% of the tax amount not paid or postmarked by the due date. Interest at 10% annually begins accruing on the unpaid tax amount plus penalty on the day after the due date. The treasurer is responsible for ensuring that all county funds are collected, received, invested, safeguarded, and properly disbursed.

When researching real estate, recorded plats and deeds are the authoritative source for determining legal acreage and ownership, not the GIS maps. The GIS portal runs on all modern browsers that support HTML5 and ECMAScript 5, including current versions of Chrome, Firefox, and Edge. It is a useful starting point for identifying parcel boundaries and obtaining map numbers before visiting the courthouse for official records.

The GIS system does not replace legal title research. Always verify parcel boundaries, ownership, and encumbrances by searching the deed records at the Circuit Court Clerk's office. The GIS data may not reflect recent transfers or changes to property lines until after an update cycle is completed.

Buckingham County FOIA and Public Records Access

Buckingham County property records are public under the Virginia Freedom of Information Act, Virginia Code § 2.2-3700 et seq. All public records are presumed open and may only be withheld if a specific statutory exemption applies. A public record is any writing or recording prepared, owned, or possessed by a public body in the transaction of public business.

You have the right to request copies or inspection of records. Your request must identify the records with reasonable specificity and must ask for existing records or documents. Buckingham County must respond within five working days of receiving your request, not counting the day the request is received, weekends, or holidays.

All deeds and land records in Buckingham County are governed by Title 55.1 of the Virginia Code. Recording a deed under § 55.1-600 gives public notice of the transfer and protects the buyer's interest against future competing claims.
