The Bland County Commissioner of the Revenue assesses all real estate and personal property in the county. The office is located at Bland County Courthouse, 612 Main St., Suite 102, Bland, VA 24315. Phone: (276) 688-4291. Fax: (276) 688-3071.

The Document Center on the county website provides easy access to these public documents in PDF format.

Land use and agricultural exemption forms are also available, including the Forest Land Requirement, Special Assessment for Land Preservation, Leasing Farmer Application, Land Use Application, and Rollback Tax documentation. Property owners who believe their assessment is too high may request a hearing before the Board of Equalization.

Bland County Property Tax Payments and Due Dates

Bland County property taxes are due on December 5 of each year. If you have not received your tax statement by that point, contact the Treasurer's Office at (276) 688-3741.

Virginia law does not allow localities to waive late payment penalties and interest except under specific circumstances spelled out in VA Code 58.1-3916. The county is bound by those rules. A 2% late payment penalty is applied the day after the due date per Bland County Ordinance. An additional 3% penalty, for a total of 5%, is added on January 1 for any remaining unpaid balance. Interest at 10% per year begins to accrue on January 1 and continues on the first of each month until the account is paid in full.

Tax payments sent by mail must be postmarked by December 5 to avoid penalties. You can pay in person at the Treasurer's Office or by mail to the Bland County Treasurer at the courthouse address. Dog tags for county pets are also handled through the Treasurer's Office and expire each December 31.

Bland County GIS Property Map Search

Bland County maintains an online GIS portal at blandcova.interactivegis.com powered by InteractiveGIS. This system lets you view property parcel boundaries, ownership data, and tax map layers for the county. The data was last updated on 07/01/2025.

The GIS portal runs on all modern browsers that support HTML5 and ECMAScript 5, including current versions of Chrome, Firefox, and Edge. The county and InteractiveGIS note that map layers and data on the site are for general reference only. When researching real estate, recorded plats and deeds held at the Circuit Court Clerk's office are the authoritative source for legal acreage and ownership. The GIS tool is useful for getting a quick visual of parcel boundaries and general location, but it is not a substitute for a proper land survey or title search.

GIS data includes property parcels, roads, and other county infrastructure layers. You can use the portal to look up a parcel by map number or location, then take that information to the clerk's office or commissioner to get official assessment and deed records.

How to Search Bland County Property Records

There are several ways to access Bland County property records depending on what you need.

For deed and land record searches, visit the Bland Circuit Court Clerk at 612 Main Street, Suite 104, Bland, VA 24315. The office is open 8:00 AM to 5:00 PM on weekdays. You can search deeds by grantor and grantee name in the clerk's index books. For assessment data, including what a property is valued at and who the current owner of record is according to the tax books, contact the Commissioner of Revenue at Suite 102 in the same building. The commissioner maintains real estate ownership records and keeps them updated as transfers occur.

For a visual overview of property parcels and boundaries, use the county GIS portal. This is a good starting point when you do not know the exact parcel number or legal description of a property. Once you have the parcel number, you can use it to search the clerk's index or the commissioner's records more efficiently.

Property in Bland County is governed by Title 55.1 of the Virginia Code, which covers the recording of deeds under § 55.1-600 and related statutes. All deeds must be recorded with the Circuit Court Clerk to be valid against third parties under Virginia law.

Bland County Land Use and Special Assessment Programs

Bland County offers a Land Use program for qualifying agricultural and forestal properties. Landowners who want their property assessed at use value rather than market value must apply through the Commissioner of Revenue's office. Forms required include the Land Use Application and the Special Assessment for Land Preservation form.

If a property is removed from the Land Use program, a rollback tax may apply. The Rollback Tax form is available from the Commissioner's office. Landowners considering this program should review the requirements carefully, including forest land requirements and any lease arrangements with farming operations.

The county also has tax relief programs for elderly and disabled residents. Applicants must meet income and property value thresholds set by state law and local ordinance. Veterans with a 100% service-connected disability may qualify for a full exemption from real estate tax on their primary residence under Virginia law. The Veteran's Exemption Application is available from the Commissioner of Revenue's office.

For FOIA requests related to property records, the county follows Virginia Code § 2.2-3700 et seq. Public records are presumed open unless a specific statutory exemption applies. Contact the relevant constitutional officer (commissioner, treasurer, or clerk) to submit a FOIA request for property-related documents.
