Portsmouth Property Records: Appeals and Exemptions

Property owners who disagree with a Portsmouth assessment can file an informal appeal or go before the Board of Equalization (BOE). The appeal period is typically open through late April each year. The notice mailed to each property owner contains the prior assessed value, the projected assessed value, and the calculated change in real estate taxes. This information helps owners decide whether to pursue an appeal.

Contact the Assessor's Office at 757-393-8631 to begin an appeal or ask about the process. The assessor's team reviews property characteristics, comparable sales, and market data when evaluating an appeal. If the informal appeal does not resolve the issue, the BOE is the next step. After BOE, the final avenue is a petition to Circuit Court.

Properties eligible for exemption include government-owned parcels, places of worship, educational institutions, and certain charitable organizations. Veterans with 100% service-connected disabilities may qualify for full real estate tax exemption under Virginia Code § 55.1-600 and related statutes. Contact the Assessor's Office for the appropriate exemption application forms.
